Publisher apparently has replacements planned.

As reported by Kotaku UK, Grand Theft Auto IV is soon to have its in-game soundtrack updated as certain songs are about to be removed.

Rockstar Games stated that some songs from the game and its expansion episodes will be removed due to restrictions on licenses, but that new ones will be added.

A “large portion” of the removals will be from the Russian pop station, Vladivostok FM, which plays “post-communist Russian music to rock the Eastern Bloc.”

Grand Theft Auto IV launched worldwide on consoles back in 28th April, 2008. Later that year in December the game was released on Windows.
